LEGISLATION

Quebec legislation requires identification of ACMs and establishment of safe work procedures before any type of work that may emit asbestos dust is undertaken. All employers and employees in Quebec are subject to this legislation.

Additionally, a new asbestos regulation came into effect on June 6, 2013 that modifies the Regulation Respecting Occupational Health and Safety and the Safety Code for the construction industry. In order to ensure the health and physical integrity of workers who perform work that may produce asbestos dust, new safety standards for managing asbestos are required, including:

     

  • Within a delay of two years from the coming into effect of the regulation, the employer must implement a register that identifies asbestos-containing flocking and heat insulation in buildings built before February 15, 1990 and May 20, 1999 respectively;

 

  • All materials and products likely to contain asbestos must be checked before any work likely to produce asbestos dust is undertaken, and this information must be included in the register;

 

  • An update of the initial characterization must then be carried out every two years for asbestos-containing flocking and fireproofing, except if they are entirely enclosed in a permanent structure resistant to fibres and access to said materials is only possible by a destructive operation of the structure;

 

  • The employer must keep the register as long as the building is under their authority and must make it available to workers and their representatives working within the establishment.

 

Here is a brief description of the asbestos management services we offer:

Characterization of materials likely to contain asbestos

 

  • Bulk sampling of materials that are likely to contain asbestos (surveys)
  • Identification of bulk samples on site
  • Analysis of bulk samples (to determine the type and percentage of asbestos), by an accredited laboratory, in accordance with method 244-2 of the Institut de recherche Robert-Sauvé en santé et en sécurité du travail (IRSST)
  • Drafting of characterization reports, including an assessment of materials according to several parameters and recommendations that comply with current regulations
  • Drafting of short-, medium- and long-term asbestos management programs

 

Training pursuant to regulatory requirements

 

  • Training adapted to each environment, with multimedia presentations
  • Training for managers, project managers, engineers, architects, etc.
  • Training for maintenance personnel (including theoretical and practical training)

 

Technical support

 

  • Air sampling and fibre counting according to the IRSST 243-1 method (Through our mobile laboratories, we are able to supply same-day results)
  • Worksite supervision and management during asbestos abatement; drafting of daily inspection reports and follow-up with stakeholders
  • Inspection and quality control of new fire-proofing products in compliance with American Society for Testing and Materials (ASTM) standards

 

Consulting services for abatement, confinement, encapsulating or maintenance projects for asbestos-based materials

 

  • Drafting of work procedures or technical specifications sections for Low, Moderate, High Alleviated or High-Risk work, including drawings or sketches as needed
  • Preparation of tender documents
  • Development of prevention programs or action plans
  • Assessment of work methods and of their compliance with regulations (audit)
